Windows frame stutter.

Hello everyone... as you can see by the title my pc has been having frame stuttering... i had recently upgraded to a 520w power supply and a zotac gt 730 zone edition 2gb gddr3... i first noticed it in video games but now video's. it happends everywhere... even when scrolling down on a page it happends... its like a micro/stutter/frame skip... could it be my graphics card... btw my old graphics card was a hd 5450 512mb.... All help is appreciated... btw i noticed it in windows 10 first and did i clean install to windows 7 hoping it would go away but didnt... again all help is appreciated... Thank you

i dont have windows 10 anymore... and i am sure it is not a driver issue... i will switch back to my old GPU to see if the problem is fixed... if it stops then it is just a faulty GPU

. just a heat sink thingy... idk its made out of plastic surrounding the card. but i dont think heat is the problem

it feels pretty tight to me.. AND - UPDATE... i tried my old gpu and same problem... so it is not the GPU... not a virus...... not my psu..... WTF could it be... i am so fustrated

my graphics card dont require external power... its just install in go... no external power needed... but i really think its a windows probelm

unfortunately it did not work... still the same old stutter... i just dont get it... its not my graphics card, if it was a virus it would have gone when i re installed windows 10... now i just have to test the psu... but it was so hard getting it in i really dont want to take it out... well thatsa life... but i wouldnt think it would be the power supply. i mean like it has enough power... more than enough
