Windows freezes, but still works

Hello,

I have the problem that my screen freezes after opening a program from the system tray, mostly Discord. I am still able to move my mouse and use the keyboard, windows works perfectly. I can for example press windows + e and the explorer opens, I just don't see it.
If I turn my monitor off and on again, while the picture is frozen, I hear the Windows disconnect and reconnect sound and my picture is unfrozen again.

Please help me

System:
Windows 10 (64-bit)
Intel core i5 8600k (oc)
Intel UHD graphics 630
ASRock Z370 Pro4
16GB Crucial Ballistix Sport TL DDR4 2666Mhz

USB-Devices:
No-name mouse
Steelseries Apex M500

Monitor:

Since I built my PC. It was one or two months ago.

Run ZHPCleaner see if you got any nasties in your computer.
Run something like Hard disk sentinel to see if your hard drives are failing and struggling.

ZHPCleanr found PUP.Optional.Multiplug and Hard disk sentinel said everything were great.

Which would/could cause you lagging and being slow.
