Specs:
Intel i7-8700k
16gb GDDR5 ram
Geforce GTX 1080
Z370 Gaming Plus D4 ATX mobo
Samsung SSD 860 EVO (windows drive)
Seagate ST3500418AS
Corsair Gold 650W PSU

10 months old, no overclocking.

A week ago my PC went from booting in 10 seconds to spending 2-5 minutes on the black screen with the spinning wheel of dots. There's no HDD chatter, SSD light flicker or variation in fan speed that normally indicates it's doing something and after a few minutes it just loads Windows normally.

Several times it's exceeded 5 minutes which is when I hit reset. Sometimes it'll keep doing this and doing a system restore returns it to spending 2 minutes hanging.

This hang is a fairly generic and uninformative error and I've tried the past recommended solutions:

  • Unplugged all USB devices - no change

Ran health checks on both harddrives and unplugged the HDD - all reported no errors

Updated GPU drivers - no change

Use windows startup repair - Says it can't repair my PC and that it stored a log on E:\, which doesn't exist

Use bootres.exe to rebuild the bcd file - no change

Press Ctrl-alt-del to bring up the login box - nothing happens and my PC isn't login protected.

Reseated RAM and used 1 stick at a time - no change
edit:

some additional info:

swapped out graphics card - no change

turned off fast boot via command line (no Control Panel option) - no change

Booted from USB recovery stick - it loads but gives fewer options than than the regular Windows recovery screen and none of them helped.

Safe mode just gives a black screen

I suggest that you reinstall the OS after saving personal data on the Seagate. But this issue

"There's no HDD chatter, SSD light flicker or variation in fan speed that normally indicates it's doing something and after a few minutes it just loads Windows normally."

makes me think of hardware failure. So perhaps first things first-reinstall.

What has changed since a week ago?
Perhaps a flawed windows update?

In the bios turn off fast boot.
You want to do a clean load of all the windows components.
Possibly that is why safe mode is not working.

Can you use system restore to reset back to when all was well?

To my knowledge, nothing changed a week ago.

I uninstalled and reinstalled the last few windows updates with no errors in case that was an issue. I have only the one restore point from a week ago.

Turns out safe mode does work, it just takes 15 minutes to get past the black screen.

I turned on bootlog to see if it could shine a light on anything but it seems fairly in order, and with no time stamps it's hard to get any pertinent info

One thing I noticed is that after any particularly long boot up (10+ minutes) both the internet and ctfmon.exe weren't running and had to be turned back on. Are they both under Windows Services?

I suggest that you reinstall the OS after saving personal data on the Seagate. But this issue

"There's no HDD chatter, SSD light flicker or variation in fan speed that normally indicates it's doing something and after a few minutes it just loads Windows normally."

makes me think of hardware failure. So perhaps first things first-reinstall.
