Windows Hello Disappeared after Dual Boot

I have a Surface Book and windows hello is no longer available. I recently installed ubuntu for dual boot and everything else is working properly except Windows hello. I was getting the error that it was unable to turn on my camera. I tried to remove Windows hello and then set it up again to attempt to fix the issue and now it says my device does not support windows hello. I've tried scanning for hardware issues and making sure I have the latest drivers on the IR camera but nothing has worked so far. I opened the camera app and made sure my camera was still functioning. Any ideas?

Tried just about every solution on the internet, regedit, all the tools, nothing worked. I just gave up and the issue eventually fixed itself and I just got Windows Hello back. My guess is when I shrank my Windows partition it somehow affected Windows Hello and it didn't come back until Windows had another update.
