Windows ignored my hosts file location change

Hello,
I got a problem and it's racking my head.
My hosts file works well in system32\drivers\etc. And as the title, i want to chang the hosts file location. after a time for researching, i found out that there is a registry value in HKLM\SYSTEM\CurrentControlSet\Services\Tcpip\Param eters\DatabasePath. I pointed it to the folder i want, and it seems windows ignored my change. No matter what i do, it always load the hosts data from the default folder. ( i reboot each time i changed the registry, try to change even DatabasePath in ControlSet 001,002,003,004. backup registry everytime. try to use the exactly path instead of %systemroot% )

My OS is Windows XP SP2. I found that this trick cannot be able in windows 7, but i see a lot of people using windows xp did that. Anyone can give me an advice?
