i downloaded malwarebytes and for the first time it didnt let me open it due to restrictions

i surpassed that, but when i open the installation it immediately closes, and when i was quick about it to hit next it was like somehow someone was pressing the exit button cause it continuesly asked me if i really wanted to exit the installation!

system restore is somehow disabled, please any fix????????thank you

See if you can run Malwarebytes in Safe Mode
(in safe mode at least it's quite not the cpu fans running at full speed )

In safe mode I can install malwarebytes but when I open it I get this

Explorer.EXE
The item reffered to by this shortcut cannot be accessed.you may not have the appropriate permissions

Some people warn against Kaspersky, I've used the free virus removal tool for years and I've never had a problem, but maybe the Russains are already watching me, idk, Its pretty good software and have saved many computers I've had come for repair, its usually a last ditch effort when something like Malwarebytes wont work. And it doesn't install which is nice.

Good Luck!

I used karspensky via usb which works in boot mode, found several malware and Trojan and cleared them all,cpu usage is normal again thankfully,I can now install malwarebytes which also found threats and removed them, but Im I still safe after that?!

you can try doing a final pass with Hitman Pro (if it has a free trial or something)

My ultimate best recommendation is to do a backup of important files and information and just start fresh again with a clean install.
And after that, use an adblocker and don't visit random websites, click on random links, or download random things.

Yeah I can't really say you'd be 100% safe after running them, but I can say from experience that I've never had a come back after using both Kaspersky and Malwarebytes on a customer's computer, usually if it's really bad it ends up messing up the OS anyway so would end up needing an reinstall. But I also keep an eye on weird services and process after the scans to make sure, but you can never say you will be 100% safe afterwards, I've seen browser hijackers just reinfect the PC even after many scans.

I would honestly reinstall windows if you are paranoid, Backup everything you need to keep and do a fresh install for piece of mind.

Good Luck!
