Windows install crashes on "installing devices" IRQL_NOT_LESS_OR_EQUAL

I receive this error when installing my windows XP (yes, xp) disc on my newly built custom PC. I'm taking the sellers word (eBay) for it that this is 64 bit and isn't from a manufacturer (Though I just noticed on my other PC when I insert it the drive says HP....). I made sure the sata is set to IDE, I've also removed a ram stick and increased the voltage from 5 to 6. None of these solutions have worked.

Motherboard: AMD 970M
Ram: 2 8gb crucial sticks
Processor: amd fx-8350
Western Digital 1TB hard drive
Graphics card: Asus Strix GTX950

Any help is GREATLY appreciated.
 
Solution
First issue is buying an OS from eBay, most of the time it's illegal licenses or OEM copies for specific computers. Was it a burned disk or a real XP disk? If it's an HP branded OEM XP disk, you need to at least get a real base XP disk to try.

Your motherboard and components may just not be able to run XP properly. Check with motherboard support and see if it will run XP and what the issue may be.
