Question Windows installation blinking cursor

So recently my pc started lagging tremendoulsy and I don't have a choice but to reinstall my OS upon doing so my windows 10 bootable only appears as a black screen in my computer with a blinking cursor on top. Upon watching video tutorials I decided to try different boot media but this time a windows 7 and the same thing still happens. Ideas?

We need more info then that.
How many disks do you have total?
What exactly did you do and how far did you get?
The blinking cursor means that your bios found a disk with a boot loader but this boot loader did not point to a valid OS installation,this could be due to a faulty installation or due to a broken disk.

This happens, if you use installation made for UEFI systems, but your pc supports legacy boot only.
Recreate windows installation media with settings for legacy systems.
Use rufus. Settings - MBR partitioning scheme, ntfs file system.
