Windows installation error?

I did a factory reset to restart my laptop, and my brother unplugged the laptop while it was downloading. Now when I open the laptop it gives me an error message and when I click to restart the download, my computer turn off and back on, and does the same thing again. It's only about 3 years old. Help?

So you want to do a clean reinstall of Windows on the laptop? Why don't you create a bootable disk either on a USB or on a CD.
