Windows Installation Failure

So, I bought a 1TB 7200rpm Toshiba drive recently. It just got here today, and I went ahead and tried to install Windows. For some reason, it decided to not let windows be installed. I try to install it in un allocated space so it creates a partition on its own, no luck. I try to create a partition, no matter how much storage I wanted to allocate to a new partition, it would always return some error and create a 450-500MB partition instead, that can not be removed. Even Disk Part won’t work, as I tried to use it to erase and re format my drive, it would just say “Windows couldn’t find the directory”. I may add that the Disk makes some weird noises. I know HDDs make some noise, but I have never Heard one as loud as this is. It sounds like something is hitting its chassis from the inside. I tried different SATA Cables in different ports.
