Windows Installation, mouse and KB inputs not responsive

After constant issues with my computer, I have *finally* got it to a point where I can use an installation CD. It gets to the language settings, and the mouse and keyboard lights turn off and are no longer responsive to input.
All solutions that I have searched for have changed nothing.
This is becoming rather annoying as it is now the 5th problem which I have had with this computer since getting the parts.

Motherboard: ASUS Prime B350 Plus
CPU: Ryzen 5 1600
RAM 2x4 8gb Corsair Vengeance
GPU: GTX 1050

Try installing Windows 10. The system is new and Windows 7 does not have drivers for the USB ports. Also use the USB 2 ports if you are using USB3.
