Windows installation | Windows reloop gone wrong?

My brothers computer started to do this "Windows reloop" where it keeps rebooting.
Then it came up with "Launch windows repair" and "Start windows normally". None of these two works. it keeps rebooting. I've tried to unplug the motherboard battery for 10min. no luck there either. then i tried to plug in an USB with Windows 10. and even tho i set it as priority number 1, it still won't work. then i got told that, if there already is an harddrive with OS installed, i will not be able to install from the USB? true or not?.
Then i thought, "What if i format both of my brother SSD's on my own computer. Im still not allowed to install from the USB.

WTF do i do with this piece of shit ...

What motherboard does your brother have? Might need to change other settings before it sees USB at boot.

Did you create USB using media creation tool?

It does see USB as a boot. The Blue windows 10 flag appears. and then it just reboots...

is it MSI, or Asrock or Asus?

i have to crash now but will look at this in the morning.
