windows installer error

I am trying to download the nzxt cam software. when i do i run into this error "There is a problem with windows Installer package. A program run as part of the setup did not finish as expected. Contact your support personal or package vendor". I tried to fix by the why people were saying to on youtube by going to appdata then local/users then temp properties and allow all to the system. Once i got there it turned out I already had all permissions set. Out of ideas please help.

are you installing for the cd or from the web??? most time the cd out of date..

are you installing for the cd or from the web??? most time the cd out of date..
