Windows installer problem

Hi All,
I have a problem installing new software. I get an error message saying that there is something wrong with my "Windows installer package" Also, and I don't know if it is related , I can't pull up properties for anything. For example, if I go to the properties for a file by right clicking or hitting ALT and clicking the file, nothing happens.
Can anyone please help me, I kinda lost. I have moderate tech skills but this has me beat.

Which Windows ?
Try running these two commands from Command Prompt as administrator:
sfc /scannow
and
dism /online /cleanup-image /restorehealth

Thanks for your reply.
I tried your suggestions. The SFC gave me a reply of "Windows Resource Protection could not start the repair service."
the other "DISM" completed successfully. What do you think?
