Question Windows is loading files and then it restarts

so my PC is a Windows 7 Ultimate 32 bit (don't ask why i still use 32 bit) and whenever i start the PC it gives me an option, to launch repair startup or start windows normally. of course i choose Start Windows Normally, then it says starting windows, but then it goes to a "Windows Is Loading Files" screen, after the bar is full, the pc then restarts, and repeats the same option again, i tried the launch startup repair too, the same thing happens, please help.

I have 32 with an old PC, if the problem occurs it is usually the CPU cooler is not able to cope with heat so what happens is the system will restart continuously. and secondly it sometimes occurs from bad sector HDD so the system can't be fully loaded.
