Windows Is Running Low On Memory But I have 16GB RAM?

Here is what my task manager is displaying. My computer just came out of a restart about an hour ago. I have not kept many processes opened. My computer also notified me to close down my documents to free up some memory but I have 16GB of RAM and this shouldn't be happening!

I had to take out both my sticks of RAM to insert something into the computer a few days ago. But I put them back in the slots I originally had them in and I pushed them down until they clicked into place. DXDIAG also show that I have all my RAM available (16384 MB Available)

Help?
 
Lol no guys I'm pretty good with my computers and hardly have any toolbars. The only time this RAM should be used up is when I'm editing videos or gaming but still. I'll hurry and run everything you just told me to do and see if it solves my issues! Never had this problem up until now.
 
I've had this computer for almost a year. Never ever had this problem arise... did I screw up somewhere when I was re-inserting my RAM a few days ago? Or is this on the computer and not me?
 


Yeah on mine it just shows 16384 MB RAM
On My Computer properties- it shows INSTALLED RAM: 16.0 GB

I know what you are talking about though with the usable RAM though. I built this computer back in February and have not once up until today had a low memory issue with my computer. My most demanding tasks on my computer is making videos and gaming- but even then, I have never had a low memory problem. I'm using 2.25 GB of my RAM right now according to the task manager. I only have Google Chrome, Dxdiag, system properties, my anti-virus software, and task manager itself open right now. I don't think it should be taking up that much to begin with.
 
go to services and check what programs are actually running if theirs anything like printer (not used for most people then set it to manual ) when set to manual you have to open it yourself but i know ill never have printer connected to my pc no need
 


Oh yeah, bunch of services running on here. Would definitely explain why its taking up 2.5 GB of my RAM... I'm looking some of the services up online, but so far, a lot of the services I am looking up sound essential and should be kept running.
 
I don't know if I would mess with services... at least not with the default windows services. If you're going to take a stab in the dark I would look at the items that start-up with your computer, you'll have to check to see what they are but both chrome and your AV are suspect. Try uninstalling your AV and making sure chrome isn't started for test purposes (you should try loading into safe mode to duplicate your issues for troubleshooting too), if you uninstall your AV don't forget to re-install it later.
 
Sorry guys, been busy since the last post. After Chrome was closed down- My RAM usage went down to 1.64 GB. I disabled a few services, but most of it was pretty essential. Again, I would like to make everyone aware that a few days ago- I had to take out my RAM to install something into my computer. I did put the RAM back in the spots I had them in before, and I did push them in until they clicked... so again... did me tinkering around in my PC do anything to my computer?
 
If your memory usage went down to normal after closing chrome then it was chrome... period, it's been known to happen before. Just do a fresh install of chrome and you should be fine.

Just so there's no confusion, no your tinkering didn't have anything to do with chrome deciding to develop a memory leak unless you did it while the computer was on <.<
