windows is still muting sounds even with that option turned off

when i first finished building my pc(ruffly 2 months ago) the first thing i did was turn off the option that mute sounds when there's communication...however windows continues to mute my sounds whenever im talking to someone...its very annoying when ur playing a game with friends and trying to communicate in ts and windows keeps muting the games sounds when it shouldn't be doing that

not sure if its relevent but here are my system spec
cpu-G3258(gonna be upgreaded to a 4690k ina few days)
GPU- gtx 950 superclocked
mobo- gigabyte gaming 5(atx version)
ram- 8GB kingston savage @ 1600mhz

and the mobo has a integrated sound card(Sound blaster X-FI MB3)
not sure if it could be causing this problem i did install the sound blaster audio suite thing as well as the real tech audio(said to do that on the gigabyte website)

before someone says anything...all the components are installed correctly the sound card is perfectly fine all the parts on the mobo/the cpu/ the gpu/ the ram are perfectly fine

i have also already turned of the thing in windows that mutes other sounds when there communication its set to do nothing

Also read this carefully, this should be able to fix your issue, try not to have any sound effects from your sound card going.
This will restart the problem all over again wether it be ts3, skype, google voice or recording and streaming live.
