Question Windows lagging 20/30 mins after starting

So I built a new PC recently, had a few issues I finally resolved. For the first 3 to 4 days everything was totally fine. Now when I start windows, after good 30/40 mins then the mouse starts lagging and stuttering. If i try and move it you can see it lag and stutter. What on earth is this annoying as hell problem? Totally random and totally out of the blue I don't get it. Anyone got any ideas?


CPU: Intel Core i7-9700K
GPU: AMD RX 5700 XT
SSD: Samsung 860 Evo 250GB
SSD: Samsung 860 Evo 1TB
RAM: Kingston HyperX DDR4 3200 C18 2x16GB
MBD: Asus ROG STRIX Z390-E GAMING

It is not a heat issue either, the CPU is running at like 35% even when im doing stuff. I don't get this, system is fine for 40 minutes and then all of a sudden it just starts lagging, anyone, anywhere have a suggestion here? This is nonsensical.
