Windows logo, then nothing happens

I reinstalled the OS, downloaded drivers and when I wanted to reboot after the GPU driver the system won't go past the windows logo. The computer is still running and the monitor is still on, but nothing is coming through. And this keeps happening if try to start it. I've had this system for a while, my first thought was that something might be giving up.

Specs:
GeForce GTX 680
i5 3570K
Asus P8 Z77-v pro
Fractal Design Newton r2 650W
8GB ram

heres what I would do -uninstall the NVidia driver boot back to desktop as normal and reinstall the driver in custom mode - in custom mode deselect everything but the driver and control panel and re try to see if will boot on just that .. if so go install the rest one at a time and boot to see if one of the added NVidia programs is at issue ?? [shadow play gforce experience ,ect...]

heres the drivers footnotes [look over page 27 on don't use device manager to do the drivers ] or if any known issues may be in play

I cant ? could be .

in safe mode it loads only standard default built in to windows drivers/start up so its sounds like something you added [driver -start up program]

thing is it could be anthing from the vid card driver to chipset - adobe reader if its part of start up.

mat look in event viewer and see if something pops up in it

may start with the vid -card driver and see whats what and then go down a list if things one at a time until you stumble across it
 
The thing is I just reinstalled windows, installed the mb drivers and everything was fine, then I installed the video drivers and that's when it went downhill. Apart from mb drivers the only other things I've installed are graphics card drivers and Google Chrome.

Solution
So uninstalling the driver made me able to start the computer without safe mode. It seems to be the driver itself that causes this, as I tried custom-installing three different drivers and all failed. I know I have used at least one of those at some point. I'm not really sure what to do now..
 
another thing as well if your psu is failing to fully poewe the card ?? I've seen that as well will work with windows default but not with loaded drivers??

hard to say lots can be going on unknown not being there like for any hands on ?? all I can do is give my best guess
