Windows makes device disconnection sound when I turn off electric heater?

My computer is plugged in to an anti-surge multi-plug extension cord along with an electric heater. Every time I turn off the heater, Windows plays the noise it makes when you disconnect a USB device even though all I did is turn the heater off. Could this be my power supply on its way out or...?
 
Solution
You've been lucky that you haven't blown out your PC. The heater is putting a huge surge thru your PC as you turn the heater on and off. The heater and PC need to be on totally separate electrical circuits of your home, i.e. going thru different circuit breaker. The anti-surge extension is doing nothing since you have both plugged in to it.
