Am I right in assuming that when WMDT returns " Harware problems have been detected,refer to your computer manufacturer" it refers to the RAM,and it is not necessary to refer to the manufacturer but simply to test each RAM component to resolve the issue ?

They assume it's ready made computer and refer you to it's manufacturer but that test is not very comprehensive so it coud mean anything from RAM itself, it's controller or IMC in the CPU or even something wrong with memory slot or compatibility.
https://www.memtest86.com/ will do much better job.
