Windows Modules Installer Worker High RAM+CPU+DISK Usage

This process(Windows Modules Installer Worker) make my laptop quick to overheat even though I just surfing the internet....

how to fix this problem? I've change the service startup to manual and turn auto update off...but it can't fix it...please somebody help me to solve this problem.

I've troubleshoot windows update but it do nothing
I need to restart my laptop in order to resolve this problem but if I use my laptop for a few minutes, this problem will return again
Is there no solution for this problem?

You can disable Windows Update itself in services.msc. That will prevent this problem in the future, however, it also breaks the Windows Store as the Windows Update Service is required to access the store (M$ strong arm tactics, far as I am concerned).
