Question Windows not booting and stange sound coming from pc

Recently I have been encountering issues with my pc regarding windows boot up. A few weeks ago windows on my computer seemingly gave up the ghost and I had to reinstall the terabytes worth of stuff back onto my computer. I thought really nothing of it as I had had the system for a couple of years with no issues so thought it was just something that I had installed 'tripped'? windows and it caused it to well, die. However this happened again a few days ago and i was not going to install everything again so asked reddit. they said it could be a hard drive faliure so ordered a brand new hard drive and instslled windows. But now eveytime i boot windows it boots for ~10 seconds, the pc makes a strange wooshing sound and the monitor gives a 'no signal' screen and sleeps.
Any help for this would be great as my ideas ran dry when i figured it wasnt a drive faliure.
my specs are:
Ryzen 5 2600
AMD radeon rx 570 8gb
corsair 3200mhz ddr4 16gb ram
650 watt psu
4tb brand new hard drive.

When does it do this during the boot process? ...after you see the Windows logo or spinning dots?

At what point during (or after) the Windows install did it start to do this? After you loaded other programs/drivers? ...during Windows installation?
