Windows not booting properly with nvidia drivers please help

after reinstalling windows 10 I have been having problems with the resolution and blue dots all over the screen. I know they're not dead or stuck pixels because if I highlight over them they either disappear or they move. also when I boot the windows logo with the spinning balls starts then they pause. my monitor turns off for a few seconds then it turns back on in a 600x800 resolution with all those blue dots again.

Sounds and looks like the video card is going bad. does Device manager detect the card even after you install the drivers or does it come up as a generic display.

From what your saying it sounds like its trying to load the drivers then fails so windows boots to a generic driver setting you to 800x600
