Windows not coming out of basic theme?

Hi,

I recently reinstalled windows, and was wondering when I change the theme, why it doesnt stop being in Basic, The background is the only thing that changes when I change the theme...

Please HELP!!

You mean you want to use an Aero theme?
It is possible that your GPU doesn't support Aero. If you previously were using an Aero theme and now you cant, you may need to install drivers for your graphics card.
What kind of display driver do you have installed?

Have you run the Windows Experience Index yet? Aero isn't enabled until you do.

Click on start, right click on "computer", now click on properties. Now click on Windows Experience Index and let it run.

My computer is a Dell Inspiron 600m running Windows 7 Professional
