Windows not displaying 1080p on new TV

Hi,

I've bought a new Panasonic tv and when I hook my pc up to it, it refuses to accept 1080p from the pc.
I seem to only be able to go up to 720p. What's strange is that on bootup the signal is 1080p/60hz but then changes when windows loads. Im using a 5450 ATI card and have installed the latest drivers.

I'm at a loss as to what's wrong. Any help would be very much appreciated.

Solution to 1080p and resolution problems:
Steps to take:
Force re-install of the same monitor driver by Updating the Monitor driver, (Generic Plug & Play monitor) and chose to pick the same driver then reboot. This will cause re-recognition of the new monitor and it's capabilities.
Chose the correct resolution according to clarity of text and best fit to screen then use the (proprietary display manager) to adjust scaling to fine-tune the fit of display to screen size. Consult the (monitor's manual) for specifications of actual resolutions. That's it.

Example: My TV/Monitor over-scanned at (1920*1080) (HDMI 1080p) then I (scaled) down from setting 100 to 40 for a perfect fit.
(VGA) required no adjustments, but was best viewed at the Manual's stated setting of 1366*768 for text clarity.
Also I suspect (new) firmware or chip was put in my (older) TV/Monitor's hardware, making the model on the back (not) read the same as detected model number in Windows as well as uncorrelated graphics resolution setting to TV/Monitor display resolution info. This I believe was done to lower cost and be able to sell older stock to the newer market.
