Windows not recognising a bootable usb at the time of booting

I have some problem with booting my Windows XP. So i was trying to repair windows. But it was too old and i dont have its cd. So i downloaded an iso file and converted and wrote it in usb with PowerISO app. Still it is not showing to repair in its boot menu

did you set it in the bios to boot off usb first?
