Windows NT installation on Western Digital 30.7GB

Hi, everyone
I can't REinstall Windows NT on western Digital WD Caviar 307AA Enhanced IDE 30.7GB.
I deleted partitions and recreated.

I repartitioned and tried to continue to reformat and
install NT Server, but I get this error.

Someone recommended me to use ATAPI.EXE which extracts ATAPI.SYS and so on. I tried to install this when I setup Windows NT but it said SCSI or Controller is not installed. I guess I don't have the matching hardware for ATAPI.

I continued.
I don't get the weird code error above, but
Windows Setup Process says it can't format hard disk because it's too large.
I tryied to install several times getting the same message.

Then, when I tried again, it sees only 8GB hard disk space out of 30.7GB.

When I checked BIOS it says the
Primary Master:WDC307AA-00BAA00
CHS Capacity: 8422MB
Maximum LBA Capacity: 38758MB

are you using data guard disk that came with wd hard drive to format ?or are you using other startup disk?
