Windows OEM and windows full verion

Windows 8.1 oem system builder and the full version have significantly different prices. I dont know if it is legal to use the oem version in my build and would like feedback on if it is ok to use. I'm on a tight budget and need to know as soons as possible. Thanks to all in advance.
