I am about to assemble my new PC.. I have windows 7 ultimate in my older PC in the Hard Drive.. Is it that if I use the same hard drive i a new PC, do i still have to get a new Windows or will it work with the older one?
You can use the same hard drive but not the Windows that's on it because it won't run properly on totally different hardware.
So you will have to install the hard drive in your new PC, format the existing Windows partition using a Windows installation disc, then install a fresh Windows on it.
