windows only showing 8GB of ram usable out of 16gb installed

Why is windows only showing 8GB of ram usable out of 16gb installed RAM? When I installed it everything was fine for about a month and now this... I've checked and tested everything and all is working correctly. Any other ideas other than the obvious stuff?

WIN7X64 Ultimate
4X4GB Memory all new and all test ok
msconfig is set correctly
CPU-Z shows all 16GB
Windows shows 16GB installed but only 7.96GB usable
On-board graphics are disabled
Dell Precision T1500 SVC TAG 6M5RNL1

I think it's probably that you have to "activate" the non-showing ram as you can do with the hard drive when isn't "activated" typing in windows search "msconfig" and look for the memory slot then you can see how much ram is using by your pc and activate the ram you want to use

Hmmm, please do sent a screenshot of the RAM usage details in the task manager...
