Windows out of date wont update

Having some steam issues so they told me to update my windows but every time i try to it doesn't update, it restarts and says the same thing. Please help, thanks.

What version and release of Win 10 are you using?

To answer USAFRets question,
right click start
choose run...
type winver and press enter

Current version is 1803 build 17134.112

If you are on build 10584 then you may be too far behind to update via the updater, but I won't get ahead of myself yet

Parts list would be nice as well.
