Windows Photo Viewer Not An Option?

I just recently reset my laptop to factory settings and now there is no option to open jpeg's with Windows Photo Viewer. Only thing it says it can open is .tif and .tiff's. Help, please

Actually, when I try to change the default program to open photos, there isn't even an option to select "Photos" which from what I understand is the default program to open photos. Only option I am given to open photos is CyberLink Photo Director.
