Windows Powershell using high CPU percentage

Recently I have been experiencing frame drops when playing on my PC, I decided to start monitoring what might be causing the problem using MSI afterburner and task manager. What I found was that when the framed drops happened Windows Powershell spiked on the CPU percentage. It could use anywhere between 0% to around 30%. I think this is the cause of my frame drops. I've tried to disable windows power shell however once I have it still appears in task manager and still causes the problem. It usually only appears every 5 or so minutes and then disappears and I'm not sure what to do.
