Windows prepares update, but version is still 10240.

I've had Windows update off for a while, and I needed to turn it back on so I can install my 1070 drivers. Even though it downloads and installs the updates and restarts, it still says it's version 10240. Searching for Windows updates still says that there are updates available, yet restarting does nothing. Any help?

Create the USB or DVD install media.
Reinstall, selecting "Keep Everything"
It should upgrade your system, keeping everything as it is.

As always, have a backup. Just in case.

The update to 10511 is a pretty hefty change. It may take a while.

Yes, but I have to update to that version in order to install GTX 1070 drivers. Searching for updates brings up 1511, but it never ends up installing it. It downloads it, prepares to install, restarts, prepares installation, but doesn't actually install it. Winver still says I'm on version 10240, even though I've tried updating several times. I've tried installing Windows Media Creation Tool to upgrade Windows 10, but that resulted in an error.

Really? No help? I literally cannot use my computer without a complete reinstall due to Microsofts retarded OS. If I check for Windows updates, it shows build 1511 and I have the option to restart now. Upon restarting, no updates are being downloaded or installed. It simply restarts, and nothing changes. I've checked for all solutions online, nothing matches my problem.
