Solution
Change around the controller mode settings only and save settings (check all the possible settings for it until it works)

Otherwise, I am beginning to believe windows 7 setup iso has to be reinstalled to that usb
Go into your bios:

Under the security tab, disable secure boot (If you see fast boot too, disable that as well)

Go to advanced tab, select system configuration
Enable csm

If you see any legacy usb settings in your bios anywhere, enable it

Save settings and reboot

I got
-Jumperfree Config
-CPU Config
-Chipset
-Onboard devices config
-USB Config
-PCIPnP

Settings, Ill try to look at USB Settings

Take note of your bios settings so you can change them back if it doesn't help

Should i change one of this settings?

Solution

2 words:
no luck

Based on Reyaz's answer the iso file needs to be reinstalled!
It worked
My Theory of reinstalling windows
1- I followed Reyaz Option
2-After that, I plugged the fresh-installed windows Installation USB and booted it
3- I got a boot error ( \Boot\BCD)
4- I pull my USB Drive and head to my loptop
5- I connected my usb to my loptop
6- I copied BCD File From C:/Windows/Boot/DVD/PCAT/BCD to my windows usb ( at F:/Boot/)
7- I removed my usb from the loptop and connected to the Computer that has a problem
8- YAY BOOTED SUCCESSFULLY!
9- Waiting for the OS to be installed
10- YAY WINDOWS HAS BEEN INSTALLED! (But Looks like i formatted my HDD As well, Gonna head to my loptop grab my 2nd USB (not installation media) connected it to my loptop and Im gonna download drivers there! Especially The "Ethernet Controller"

THE END OF THE PROBLEM!
