[SOLVED] Windows Process Manager Virus/You do not have permission

Got the Windows Process Manager Virus I need help removing this garbage.
So I found the folder where it's located but I'm blocked from opening it, so I went to it's security properties and waddya know it's [censored] blocked me from changing anything so I can't delete it at all.

Does anyone know if you can override this with command prompt so I can go to sleep.
(or how to get rid of this virus in general)

Have you tried making changes while in Safe Mode? Also, have you tried scanning/cleaning your system with an off-line scanner like the AVG or Bitdefender Rescue CD?

Safe Mode didn't work, AVG won't even install properly and I don't have a flash drive on me to do the bitdefender thing. Thank you though.

What I really need I guess it to have the ability to make changes to this folder (DELETE IT) none of the antivirus softwares I've tried have detected it because it's masking itself as a certified windows folder/file etc.

You can certainly boot your system with a Live Linux distro and remove the offending folder. Not sure why the AVG link displays the way it does. Direct files are below:
