Windows recovery with burnt-out optical drive

 This is my dilemma in a nutshell, and it started with less than 3 hours of use after replacing the HDD. First off I had already made a recover disc and made a full backup/recovery on an external HDD which has software to restore everything. Now the whole process of restoring the system went smoothly and it was during the sixth time booting up that it went to straight to the windows recovery error screen. When I attempt to start up normally the boot manager will give the status: 0xc000000e and inform me that a required device is inaccessible.
I would presume that my only option is to replace the optical drive and use my custom repair disc. That is perhaps the best option as far as I can see to get things back as they should be.
I would greatly welcome any and all opinions on this situation.

P.S. the machine is an HP Pavilion DV6140us

I have also considered that although I am unsure if a general W7 x64 repair program will suffice or if I need it to be custom made by my machine.

any windows 7 iso shoud work.
apply the iso to the usb with https://www.microsoft.com/en-us/download/windows-usb-dvd-download-tool on another computer, and then boot your problem pc with the usb, and try repair.

I thank you for your advice and prompt response. As soon as I can gain access to a functional pc I will make a bootable usb and try that out.
