Adobe is activated on Edge but still doesn't work, could this be related?

Perhaps you need to do a reset. we know the image appears to be fine as DISM finds no problems, so using it to reinstall win 10 should fix this bug, but resets are a pain as they mean you have to reinstall all your programs again. If you do a reset, and have more than one hdd, copy everything you want to keep onto other drive and then d/c hdd before running reset to save it all. If left attached, the reset would wipe hdd (not sure I like that feature, it could be smarter). If all the other fixes don't work, its time for a hammer.

unlikely as it is, try making a new user and see if you can update it. It seems a settings issue, not a file problem. Recent weeks I keep running into settings problems or corrupted users, maybe its just cause I had a corrupted user myself last week and I see it everywhere now.
