Windows Reset Certificate and General Network Errors

So I've just reset my PC and wiped the drive through Windows. There is not anything on this computer other than windows and a driver install I tried for my NIC. If I open Edge or IE to download anything, chrome for example, I get a certificate error. This happens for any website I visit. The start page or google. I can still navigate past these errors up until actually downloading them. I'm then met with this error code from Edge "DLG_FLAGS_INVALID_CA". Windows tells me I'm connected to the internet, I can't use the troubleshooter from right clicking on the network icon on the taskbar, it returns the following "An error occurred... blah blah,,,

I'm not exactly sure what the problem is with it. Thanks in advance for anyone that tries to help me out :)

@camieabz I've heard of that solution and I've made sure to double check for that. I've looked around some more. So Windows defender is telling me I'm missing some updates. I tell windows to give me the updates and it says that it can't connect to the internet, even though I can connect to google if I click through the certificate errors. I booted into safe mode to see if it would fix this, it didn't. But, it did do something interesting. In safe mode, it tells me I'm not at all connected to the internet. I'm connected via ethernet so It's very weird that it's not even giving ethernet as an option. If I go back out of safe mode it tells me that I'm connected but I go back into the loop of the problems described earlier. I don't know if this gets you any closer to a magic solution, but I thought I should post an update of info.
 


Okay, I'm dumb lol. After doing this I get the same result from being out of safe mode. Doesn't seem like anything has changed.
