Windows reset problems

After messing around with the system regestry, my 2014 toshiba satellite pro wasnt booting into windows, after somw tinkering with the computer repair options, I finally decided to reset windows with the option to keep all files, now windows has gon through a reset and I have gotten this screen for about the past 5 days. Any Ideas on what to do next? PS: I did try starting it the first day and it went back to the same screen.

Backup your files and do a fresh install using your system recovery options

5 days?? I assume its not been on that entire time?

Otherwise, I would, on another PC, download the Windows 10 media creation tool and use it to make a win 10 installer on USB & do a fresh install following this guide: https://www.tenforums.com/tutorials/1950-windows-10-clean-install.html

Yup 5 days, and its been on the whole time. If you aren't familliar with the 2014 toshiba satillite pro, you cant access the UEFI from startup.
