[SOLVED] Windows Resource Protection could not start the repair service.

I have tried every solution and need urgent help.

Issue: Does not allow me to run sfc /scannow and comes up with this error: Windows Resource Protection could not start the repair service.

So you get that error in safe mode?

go to settings/update & security/recovery
under advanced startup, click restart now button
restart PC in winre
choose troubleshoot
choose advanced
choose startup options
click the restart button
choose a safe mode (it doesn't matter which) by using number associated with it.
Pc will restart and load safe mode

right click start
choose powershell (admin)
type SFC /scannow and press enter

in normal mode:
right click start
chose run...
type services.msc and press enter
In the popup window, select the Windows Modules Installer and double-click it.
You will see Windows Modules Installer Properties window, set Startup type as Manual, then click Apply and OK to confirm this change.

Close the services window. Then type cmd in the search box of Windows 10 and right-click Command Prompt to choose Run as administrator.
Type the following commands in the command window and hit Enter to continue after each command.

sc config trustedinstaller start= demand
net start trustedinstaller

When you have finished the above process, you can restart your computer and input the SFC scannow command to check whether the issue Windows resource protection could not start the repair services is solved.

And apologies. To come back to you on the safe mode question. I just tried that exactly how you specified however it is still the same error outcome

why are you still on 1709? I would suggest updating win 10 to 1909 using the upgrade assistant. its the 1st button here - https://www.microsoft.com/en-au/software-download/windows10

then SFC should work

Apologies. I just had to wait a bit and the update went through, however, at end of the installation, it came up with an error saying: Windows 10 Installation has failed.

I think if you look in the folder for the update assistant there might be a install log, would be really nice to know why it failed.

What I would do while waiting is download the 2nd link on the page I gave you. That is the media creation tool. I would use that to make an installer USB as we can use that to try to update PC.

This is what comes up on windows update troubleshooter but I've followed this many times but doesn't work.

As for the USB setup, I'm going to run it now.

I’ve ran it on USB and the same installation error was shown.

if you can't update using either of the methods and WIndows Update refuses, I would do a clean install. Its the only way you going to get it on.

As such, make sure you have everything you need off C
boot from installer
