Windows restart fails/Startup Repair freezes

My brother's desktop pc is having a critical startup error that I'm hoping someone knows how to fix.

According to him, he had set it on sleep mode, however when he started it back up it encountered an error and he tried to restart. Ever since, the startup failure goes through this series of steps:
-Boots into Windows, defaults to this screen http:// without an option for safe mode
-Selecting either option takes you to the Win7 startup background, yet both seem to eventually popup the startup repair window http://
-After spending a minute loading for the startup repair, it all stalls once this windows pops up http://

At the "Do you want to restore your computer using System Restore?" dialog window, you cannot move further because all mouse and keyboard inputs CEASE and the comp just seems to freeze there until you reset and start the process over. My brother has tried a couple bootable recovery utilities including RUFUS to break it out of this cycle, yet with each one the same thing happens: all mouse/keyboard inputs cease once a dialog window is reached. To verify, we have checked all inputs in the mobo boot menu and both mouse and keyboard inputs are detected without issue, so the issue with inputs seems to lie in the OS

Again, there was no issue until he put it into sleep mode and it randomly threw an error. Does anybody know what may be the issue and what a fix may be to try?
