Does windows restore restores absolutely everything? Like every single file (even written stuff in some notepad document) at when restore point was created.

If you are referring to System Restore.......then no.

Out of curiosity, where are these .txt files located? On your desktop(located on C drive) or on another drive altogether. This might be a good read.

System restore restores system files and applications.
It doesn't restore user files.
