Question Windows running hard drives too often

Hi Guys, recently my computer has been acting pretty strange and I don't think Windows has previously done this. I have a lot of hard drives hooked up to my computer and I often right click on the windows explorer on the bottom to access them. Well recently, when I right-click on it, it can't bring up the menu until it starts up all of the hard drives. So I will right click and then have to wait for 15 seconds while I hear all of the hard drives starting up. I think the same thing happens when I just try to bring up This PC. Like it used to have all that info cached but now it needs to communicate with each drive which I hate cause it I don't want those drives running for no reason. Any ideas on how to get it to stop doing that?

What are the specs for this system (make/model of all components)? Is Windows fully up to date? Have you updated your drivers (particularly motherboard chipset) recently?

Do you allow your HDDs to spin down to save power?
