Windows Saying 99% Usage in Task Manager

Hello all, I am wondering about a little problem I might be having with the CPU usage on my PC. I notice that whenever I am in Task Manager, the CPU usage always says 99%, then the programs using it most is Task Manager, or Windows Explorer. I see that Idle Process is not showing up like some others have seen when viewing their CPU usage.

Also, I have always been hearing a rather high pitched noise coming from the CPU cooling fan inside the case I have. I recently bought a new PSU that should not be the cause of the problem since I moved mostly everything from my Dell XPS 8700 case to a Corsair Carbide Spec-02 case. I'm wondering if the high pitch noise might be coming from the large usage of the CPU in Task Manager, the default fan is just not good at all in the beginning, or I just have good/sensitive hearing to hear this in certain angles.

Specs:
Motherboard - Dell XPS 8700 mATX
CPU - Intel Core i5-4460 3.20GHz
GPU - EVGA Nvidia GTX 750 Ti (2GB GDDR5 RAM)
Drives - Crucial MX100 256GB 2.5" SSD; Seagate Barracuda 1TB disk drive
PSU - EVGA 650W GQ 80+ Gold
Operating System - Windows 10 Home

I appreciate anyone who takes the time to help out my concern/problem I'm experiencing, so hopefully we can figure this out!

I was wondering if you have tried uninstalling the graphics driver and running Windows with the standard one?

If uninstalling the graphics driver reduces the CPU usage, you may want to install a different version of the driver as the current one might not be compatible. Also, if the issue started to occur after any Windows Update, removing it can also do the trick.

As a side note, trying any free PC optimizer such as Ashampoo WinOptimizer or Ccleaner would be a wise idea as well.

I currently removed the GPU from the PC and running the display off the DisplayPort built in the motherboard, but the CPU usage still hasn't gone down. I'll link a screenshot of the Task Manager

I might have to re-install Windows if nothing works after this. I appreciate you trying to help me!

Have you done a full virus scan, if not do that. Then clear your temp folder our by opening the run program by pressing windows key + r. Then typing '%temp%' and selecting all the files and shift+del to permanently remove them.

If this doesn't work make sure that you have a backup of your data and wipe your hard drive, then have a fresh install of windows and try that
