Windows screen sideways, shortcuts do not work

My father was messing around with his computer and he accidentally hit the alt key with some numbers and the Windows screen turned sideways. I've searched for the fix online but all I could find was "Hit ctrl+alt+arrow" but it does nothing. Similarly, "ctrl+shift+arrow" does nothing. And I cannot access control panel because main menu is not accessible and there's no shortcut to control panel. It seems that the screen turned sideways created a bigger problem. For instance, when I press "ctrl+alt+del" Windows does not display different options (like Restart)...the screen turned sideways made some options simply not available. How do I fix this?

I cannot right-click at all. It just doesn't work, I right-click and nothing happens. As I said, the screen sideways messed up Windows big time.

You can try and press the Windows logo key and the C key to get into control panel

No, nothing happens. Should I try Safe Mode?

Yes, actually, that's a good idea. If you can fiddle around with it there, OR if you can't figure it out, use Windows System Restore to go back to a previous date, say yesterday. I believe it is in Programs, System Tools.
