Windows scrolling down on its own, NOT the mouse or keyboard.

Thanks for looking into my issue. I'll do my best to describe it.

When I'm in certain programs like Notepad, Windows keeps slowly scrolling down infinitely. I figured my mouse was going bad. However, after unplugging both the mouse and the keyboard, the issue still persisted. I can stop it by holding down CTRL. I've rebooted windows a couple times now, so that won't help. I really haven't found anything like this on Google.

It doesn't happen in Chrome, File Explorer, Microsoft Word, or really anything else. Just random programs like Notepad and Nexus Mod Manager. Any help is greatly appreciated here.

So i'm not sure could be causing the issue either... But i have an idea that you can try to see if it is a software issue. This process will disable all programs and services that start with the computer except for Microsoft services.

• 
  Use Win + R to pull up the Run dialog box, and type msconfig and press enter. This will launch the System Configuration Utility.
  Select the radio button for selective startup
  Uncheck load startup items.
  Click the Services tab.
  At the bottom, there should be an empty check box labeled: Hide all Microsoft services. CHECK this box.
  Once Hide all Microsoft Services is checked, on the right side of the window, click Disable all.
  Click Apply and then Okay. Restart your computer when prompted.

After the reboot is complete, see if the issue has been resolved. If so, then you will need to work through the Startup items and Services to see what is causing the issue to address it.

If this does NOT resolve the issue after reboot, then do the following:

• 
  Use Win + R to pull up the Run dialog box, and type msconfig and press enter. This will launch the System Configuration Utility.
  Select the Normal startup Radio Button.
  Click Apply and then OK. Restart your computer when prompted.

This will make sure your computer goes back to the regular startup process.



Questions if the above steps did not work:
First, I just wanted to clarify, is this a desktop or laptop? (assuming desktop, but assumptions can be wrong.)
Second, The active window itself is scrolling down endlessly correct and not the mouse/cursor trying to get to the bottom of the screen? (again with assumptions)

Does this issue occur if the window is not the active window? Such as if you have Notepad open and off to the side but you are actively working in Chrome?
