how can i add

"C:\UTL" and / or
"C:\WINDOWS\COMMAND"

to the beginning of the path enviorment variable to windows (FOR ALL
USERS) to be used either by the command line (CMD.EXE) or thru Start
menu > run?

I want to add my own command line or single *.exe utilities without
adding them or bloating windows system directories (except for my own
"C:\WINDOWS\COMMAND")?

make sense?

Try editing the Environment Variables by going to

Right click on My Computer > Select Properties > Advanced Tab > click
on Environment Variables > and edit "Path" under system variable.

Add your path to the Path variable.

Click OK to save the setting.

Might need to log out and log / back in OR reboot, for the new
setting to work.
