Question Windows Security Center hardly disabled & refusing to run, not even showing or starting in the tray ?

I bumped into a problem today, can't seem to solve it. I downloaded some german network monitoring software due to the problems in my internet connectivity on Wi-Fi USB adapter. I get high ping peaks moments etc. After I uninstalled the monitoring tool the Windows Security Center stopped working. When I search for it in Microsoft Windows scheme it isn't even showing the info details like firewall, antivirus Security, protection icons... Like it's gone.

Fortunately I have Avast licensed premium that keeps the same security ON. But it gets on my nerves that the Windows wscsvc (service) stopped working and can't be run again. I searched for some info on registry editor and changed 2 numbers to change on but it's still the same - it shows that it is disabled and I can't set it to delayed start. I tried clicking the remote call service or something like it in other bar options..... whatever. I know it's not big of a deal but it keeps me worried. Not satisfied. If anyone can help please help. If it can be run through cmd prompt?

I would give the powershell command a try from list link:

microsoft is too polite about their scanner, when they detect that 3rd party softwrare is running it will not run. problem is the 3rd party software often leaves a driver when they uninstall and this prevent the microsoft scanner from running.
you might download microsoft autoruns64 from here:Autoruns for Windows - Windows Sysinternals | Microsoft Docs
download it, run it as an admin then find the menu option to hide microsoft entries. Then take a look at the drivers and see if you can identify one that should have been removed. You can delete the entry to keep it from loading.

I have seen several trial versions do this, they uninstall but then block the microsoft scanner from ever running. Forces people to buy a product or not have a scanner. Some of the vendors even require you go to a special location on their website to run the program that removes the last bit of their software. Then claim they are just adding extra security.
 
It was some Paessler PRTG monitoring software, only working through browser... I couldn't find the remaining driver with the software you provided. But thanks anyway.

their un install document indicates you have to manually uninstall a driver after you uninstall their software. not sure if it is your issue.

I would just run autoruns64.exe from microsoft and look for a driver called
Npcap.sys or something like that and delete it. (some type of network packet sniffer)

then google "how to reinstall microsoft defender" and give it a shot . even if it refuses to run it might indicate why.

Thanks this npcap.sys is visible there i'll give it a try! If i solve it i won't reply here anymore!
